PEACE in the Middle East now appears to hinge chiefly upon Israel’s withdrawal from the Arab
territories it occupies. While the question of who is to negotiate with whom now preoccupies the parties, history will un-record that it was a point of relatively small importance beside the larger question of the specific territories to be surrendered.

The Arab states insist only that every inch of territory captured by Israel in 1967 be returned. The Palestinians, though, have longer memories and larger claims. Israel, on the other hand, is adamant that it will not surrender significant areas which it has substantially absorbed into its sovereignty, notably East Jerusalem, Judea and Samaria, and the Golan Heights. Moreover, there are vociferous elements within the Zionist state which insist that all of the occupied territories are a part of ancient Israel and are not to be surrendered under any circumstances….
